國軍自傷防治專案風險管理之探查研究－以臺中地區國軍部隊為例

國軍致力於自我傷害防治已逾20年，投入了相當多的資源，不僅設立了專門的機構，亦編設心輔官等相關職務，以防止或降低官兵自我傷害案件的發生；但每個自傷的個案，其成因都不盡相同，實務上，相關單位無法快速辨識自傷的風險因子適切加以回應。國軍個案自傷防治，本質上為一具備獨特性與暫時性的專案；如何透過專案風險管理規劃過程，有效辨識出相關自傷風險因子及規劃後續回應策略，為一值得研究的課題。有鑑於此，本研究以臺中地區國軍部隊為例，透過文獻探討與焦點團體訪談之質性研究，進行國軍自傷防治專案風險管理之探查研究。透過文獻探討，分別探討自我傷害的研究理論與觀點、自我傷害的防治策略要點與國軍自我傷害之防治作為。再透過

基層連、營輔導長與心輔官等構成之焦點團體，進行焦點團體訪談，完成分析國軍自傷的型態與因素之風險分解結構、國軍自傷因素的專案風險機率衝擊矩陣與國軍自傷防治的專案風險回應策略。本研究，先辨識導致官兵自傷的十七種風險因素與確認官兵自我傷害的逃避型、工具型、懲罰型、疏離型及器質型等五種型態，綜整為官兵自我傷害風險分解結構；再進行定性風險分析完成官兵自我傷害風險機率衝擊矩陣，將風險因素區分為低度風險、中度風險與高度風險等三個區域；最後針對高度、中度與低度風險因子，分別提出規避、減輕與承擔等不同的風險回應策略。關鍵詞：專案風險管理、自傷、自傷防治
